Can a US citizen sue in CAN small claims court if he is ripped off by a Canadian on Ebay? - sue canadian seller

4000US, I made a deposit, but the RV is not like the pictures. And it seems to drive safely.
I am in California, and the seller turned out to have the title in his name, and sent me somewhere else did not use the vehicle in his name the title and I went 4000US, and the vehicle is in a bad state. It was an eBay auction for 5 months and the seller said he would pay me not, but could. Is that a "fraud, if the seller of the vehicle's excessive?

Yes, you can create a Canadian court of small clams to contact if the seller of Ontario, Canada can call the Motor Vehicle Association of Ontario and may be able to do something for you. or would 'associations in other states. Under Ontario law, if you receive such confirmation by the name of another person, which is part of the sidewalks is illegal. Good luck.

It is better to a report in the mail - the fraud and does not allow file.

It's called buyer beware. Unfortunately, you must hire a lawyer.
